CityRail definition of "on tine" running

I'd known for a while that CityRail's definition of "on time
included any train which arrived at a station up to 5 minutes past the
published time. This morning I discovered, when complaining on the
Info line about a service failure on the 7.06am service from Gordon
(bypassed the station 12 minute wait to the following service), that
it also includes any train which reached departed a station up to 5
minutes PRIOR to the published time.

With a 10 minute window, no wonder they can achieve seemingly high "on
time" performance figures!
