A proper permanent way preservation would at least prevent the removal of track
while there are any interested operators and retain the land and below track
infrastructure indefinately.

Tasrail, as part of Australian National, is up for sale, and a number of
bidders have expressed interest in Tasrail alone or part of the entire AN.
