Boy oh boy have you been indoctrinated into the world of cronyism!
Let me make this simple, a company bids, a company gets the contract, if
the company underbid it has to eat it. If the conditions change, the
contract is re written. Tell me of a private sector situation where a
company says to a contractor, "here, let me give you a few extra million
because youu didn't bid it properly"
That's how it works in the real world anyway.
