Well, analysing the numbers, and taking inflation, increased fuel
charges etc into account, it still suggests that its been somewhat
cheaper, if not $13M+ cheaper, to let WCR run it than if PTC had
continued to operate it.

Clearly services which are "unsustainable" in terms of direct costs
are not going to become *magically* sustainable just by changing the
operator and not a great deal else.
