State parochialism in relation to differing rules will continue until some
private railroad operator takes a State Govt to the High Court arguing that
differing rules in each state is a breach of Sect 92A of the Australian
Constitution.
This provision has never been tested before in relationship to rail,but it
certainly has in relationship to road,and in every case the States have lost.
Its only a matter of time.
