NSW Signalling Question

I want to thank David Johnson for including the signalling section for
NSW and Vic in his homepage. It has helped me to understand how
signalling works.

But what is the role of the signal that contain 3 lights (mostly red
lights I think) in rectangular form (similar to traffic lights) or in
triangular form that is installed on the ground near the points or
turnouts? And is the role of the square or half square signal (Located
on top or bottom of the main signal on the signal post near the turnout
or points) which the yellow cross is lit (I think).

I notice when I travelled on the train between Helensburgh and Thirroul
that there is a lot of small yellow rectangular signs saying: "SLIP
BOARD 65.5" posted on both sides of the two railway tracks. What this
sign mean?

Am I right to say a "Slip Site" is where the trains can legally pass the
signal post when the yellow light alights underneath the two red lights
which are already alighted?
