Actually, as you implied, a "freeway" and a "turnpike" are kind of
opposites. The name "turnpike" comes from the gate that was used to
keep people off of a private road or bridge until they payed the toll.
In modern highway usage, a "turnpike" implies a toll road, whereas a
"freeway" is a free road. I think California invented the word
"freeway" to contrast their free limited access roads with the toll
roads back East. The New Jersey Turnpike that started this discussion
is a toll road.
