Not sure about tourist operations but back when VR had fireman they most
certainly had "safeworking qualifactions" as far as they applied to the
engine crew.
You passed a 1-30 exam before you were allowed on the engine and then you
passed a "fast running" exam (a result of the Southern Aurora" crash) you
then had to pass a 1-60 exam, only then were you promoted to fireman or in
latter days, "Engineman class 2"
