By the sound of it, they lost it all - hence the crook track.
Track Access Authorities are NOT there to do any more than relieve the
various Governments of their responsibilities for the railway systems
that have been in their "care" for the last century or so.
A bit like yet another Revenue Collection Point, ie toll gates, speed
cameras etc etc.
