What is this?

Driving past Swanson Dock I noticed what seemed to be a tram or LRV
very similar in styling to the Z-classs trams here in Melbourne, due
to be load on a RO/RO ship for transport to parts unknown. The ship, I
think was of the Thorsen Line? Some thing like that anyway.
Can anyone identify the tram? It was painted gray with the windows
area in red.
Singapore? Hong-Kong? SEPTA?
