If rail operators really want to attract people, they could consider 
offering a 'free' taxi on demand for certain services. 

The add-on cost of the taxi would be trivial, and could easily be 
absorbed into the fare.

Building heavy infrastructure (the HOFT) at ground level is unlikely
to find favour with local councils or business people. A halfway decent
tram system would achieve the same result and bring additional benefits
to the local economy.
