This may help to some extent. In regards to maintenance and presumably ownership, I understand it
to be that the road authority maintains the road surface up to the edge of the sleepers and the
railway that part of the road surface between. There is also another issue of ownership and
responsibility for maintenance when there is a question of who was there first, the railway or
the road. I got this from documents relating to a NSW branch line several years ago.
