All lines in NSW that are over 600mm gauge are covered by the act. I
think that you will find that in the case of the Deniliquin-Echuca line
that it is a part of the Victorian System and as a result all
safeworking is done as per Victorian practice. It is a simmilar case on
the standard guage between Border Loop and Roma St in QLD whre all
safeworking procedures until you reach Greenbank are Standard NSW
miniture electric staff. As well as the drivers being qualified to work
in NSW.
