Things actually seem to be happening.  In the real estate section of yesterdays Melbourne Age was the observation that property values in the Railway precinct of Ballarat have doubled in the past year due largely to the impending fast train project!  Evidently some people think its really going to happen and are putting their money where their mounths are.
