If you are doing a once off trip to Queenscliffe I would suggest the bus
from Frankston to Sorrento and then the vehicular ferry which allows
pedestrians too.
Not super cheap, but heaps better than right around the Bay from Hampton
Park.

You can get a leisurely cup of coffee in the three quarter hour trip, and if
you are travelling weekends there are a few touristy things like horse drawn
vehicles you can join at Queenscliffe.
