It is not just maximum speed which affects the speed of trains; it is also
acceleration.  Victorian trains accelerate slowly too (compare with with
Stockholm's T-bana).
The dwell time at stations is another factor.
Melbourne's trains are still much slower than they should be, based on
existing (slow) speed limits and existing designed acceleration rates, and
the existing allowance of an average 20 sec stop.

There is quite a lag from initiating the door closing to having the train
start moving.

I will redo the calculations and post again.
I recall that the best gains in overall speed come from:
first: reduce stopping time
second: improve acceleration
third: raise maximum speed.
