Of course you did not find in the article who the builder would be. If you
had read the article properly, you would have found [sic] that they expect
to call on suitable companies to submit tenders within six months. If
tenders have not even been called yet, how could they possibly name a
builder? Or do you expect them to name a builder and THEN call tenders?
