They get a set price for each passenger.

Yes. But I think they more or less estimate how many passengers they
get because people are reluctant to validate on each trip.

Not sure what you mean by that but I assume they use it for statistical
purposes (hopefully they work out if they need to run more trains at
certain times and things like that).

Well I take it you originally got on there. So they might just make an
assumption that when you entered flinders st station or wherever that
you were going back to willy.
