Haven't played that game in quite a while.

A program/patch I used to use was TTD Alter which allows you to change the
stats of trains, plains, busses, trucks etc. Watching trains go at
'20,000MPH' is rather interesting.

I'm not sure if the program will work with an already patched version of
Transport Tycoon Deluxe.

Remember Transport Tycoon is different to Transport Tycoon Deluxe.
