At this stage Scoresby isn't even up to the starting block.  Given the now
parlous state of the Federal budget surplus, any new Federal road funding
will have to come at the expense of other budget items.  If the Feds having
forgone $2 billion in fuel excise, provide any funding for Scoresby at all,
the electorate will be entitled to ask which social services are being
sacrificed to placate the road lobby.
