Remember few months ago Portland city council expressed concern all the BG
export freight went to Geelong or Melbourne instead of Portland due to
Portland  can only access by SG? hence Portland lost potential?
They(councilors) wish to be reconnect with BG system so export goods can go
to Portland. I think this is why they want dual gauge.
