Why the siding??

"Mr Brumby said the Bracks Government hoped to score another regional
investment coup with a potential $24million expansion by Parmalat of
its Pauls subsidiary in Bendigo.

"The Department of State and Regional Development and the City of
Greater Bendigo were negotiating the deal, he said.

"Mr Brumby said the government would contribute towards the cost of
the proposed expansion from its Regional Infrastructure Development
Fund.

"The RIDF assistance would be used for construction of a railway
siding and other infrastructure works near Parmalat's North Bendigo
plant."

Is this the return of dairy transport to rail? If not, do they now use
wheat/rice/fertiliser/brown coal/sand in the manufacture of Paul's
Icecream?
