Sure is .
The risk here though is that now the consortium knows that by crying
poor they can get the relevant Govts to cough up more funds for the
project, will they try it again..
What happens if there are cost overruns , as there will almost
certainly be in a project of this size and complexity.
We could easily get to the stage where the 3 combined Govts will have
forked out more than 50% of the total cost of the project, as well as
have given the consortium the Tarcoola to AP bit of the line ,but will
still have the control of the line in private hands.

It would be , in my view much better if the Feds funded the whole line
and junked completely the consortium.
