Connex Train Broken??

Driving down Wellington Road this afternoon (about 1:30ish) and saw a
three car Connex train getting towed by a deisel loco going thru
Joilmont (heading out of the city)
Any ideas what it's up to?
(or has Connex decided to turn off the electricity to save money???)
