On the small print in the ticket, it basically says that they can legally
choose any mode of transport to transport you at any time for whatever
reason.

All CountryLink buses (and those operating in place of CountryLink buses)
are regarded in ticketing terms as Economy and from a moral and customer
service viewpoint (not neccessarily from a legal one), they should refund
the difference between 1st or Sleeper and Economy. Has this/does this
happen?

I have heard of people being flown between capitals before due to various
reasons before though.
