the problem with that is that during the Five Ring Circus there were next to
no cars unavailable for maintenance purposes - they deliberately scheduled
maintenance so that it would happen before or after the circus. Now that the
circus is over, cars have to go in for overhaul, etc, so they don't have the
cars available that they had during the circus.
