The announcement at city stations was that there were no trains between
city and Clifton Hill due to an "accident" at North Richmond. Screens were
displaying 'Take next train to Flinders St' on Epping/Hurstbridge
monitors/platforms and customers were being advised over PA to catch an 86
tram to Clifton Hill for a connecting service. A city circle train service
was being run on the clifton hill loop. This was at about 1-2pm.
