The closest thing to this you will find is the "Rail Freight Services Timetable" published by the SA Department of Transport and available on line at http://www.transport.sa.gov.au/freight/rail/contents.html
It is basically a freight forwarders schedule detailing closing times for dropping off loads and picking up at the other end - but it is comprehensive - covering all routes to and from and within SA, and covering all operators (including trains not generally considered general freight hauls eg the Penrice to Dry Creek/Osborne trains).
