You should aim to have the same off peak times and frequencies all day every
day, and peak hour trains are simply interleaved without changing the memory
timetable. This would be possible to a large degree in the Sydney region,
more than is done at present, and certainly in the outer areas, though it
could not be done perfectly because of limitations of track capacity and
conflicting movements. Of course it also implies that the peak hour
frequency is double, rather than 1 1/2 times the off peak, which could be an
inconvenience.
