The Avon valley line did this very effectively in the Swan valley West Aust.
The clay formation stopped the gound water moving along the surface, and the
down hill side around Millendon/Herne Hill (which looks pretty flat) became
unsuitable for growing grapes - albeit a marginal crop in those specific
areas anyway.

The berm over the Moomba/Sydney gas pipeline in the West Wyalong/Condobolin
area also affected the ground water flow across the country, but not enough
to cause any real problems.  The saturation high side and dryness low side
was very obvious from the air.

So maybe they have a point?
