It might be possible to build a junction in the NSR tunnel just north of
Cleveland St, which would branch off and continue underground to ST 14/15.
It would be very tricky (and would probably require closure of the NSR for
quite a while during construction) but it could be done.

It's too bad nobody displayed any foresight when NSR was built as they could
have done a St James during construction and TGV's construction wouldn't
have affected NSR at all.  Come to think of it, why not send the TGV to St
James instead of ST - you could use one of the inside platforms for
terminating trains and the other for originating trains by simply building
junctions at the southern end of both platforms.  Or if you wanted, you
could move suburban services to one of the island platforms and use the
other for TGV services, but that would require a lot more work.
