Possibly because it is a terminating point.  It is possible to terminate trains
there.

Interestingly, Silly Circus trains change their run number before they arrive at
Central prior to going around the Quay according to the train describer.  The Working
Timetable has them changing at Circular Quay.  Which is correct?
