"The proposed fast trains to the regional centres of Geelong, Ballarat,
Bendigo and Traralgon involve an investment of $800million to upgrade
track and signalling so that trains can run at up to 180kmh. About $550
million of this is government money, with the other $250 million being
sought from the private sector."

They forgot to say that the $250 million of private capital is not for
track, it's for trains.
