What I dont understand is if they had no tickets why did the SM let them
continue their journey - surely he should have required them to buy tickets
to complete the trip. Or are the SM's too un-interested in Fare evasion.
Perhaps they should be given a percentage of excess fares they collect -
that seem to work in other countries, a new keenness appears in revenue
protection / collection staff.
