He didn't.  People elect the councillors and they decide among themselves
who gets to be Lord Mayor.  Costigan emerged rather unexpectedly as the
compromise candidate between two rival factions.

I think it's generally agreed that the current Melbourne City Councillors,
with one or two exceptions, are 'weak' by comparison with their predecessors.
