I have no idea what you are trying to work out, but to keep it on a railway
theme, if you time a train over 1 km, you can use the following formula:

Speed = 1 / seconds * 3600
so, for 38.30 seconds over a kilometre,

Speed = 1 / 38.30 * 3600
      = 94 km/h.
