from the National Rail website glossary of terms:

This is the internationally accepted acronym for Twenty foot Equivalent
Unit. Capacity, such as available space on a wagon, is measured in TEU. For
example, if there are 2 TEU available on a service, there is space for two
6.1m/20ft containers, or one 12.2m/40ft container if the empty spaces are
side by side on the one wagon.
