Having travelled extensively by train around Japan over the last ten years,
my observation is that the NG train maximum for LEX (both JR and private
lines) is 130 km/h. Other trains are 110 km/h. I have not yet ridden their
tilt trains (there are not many); maybe they are permitted to do 160.
