[VIC] Heidelberg Re-signalling & Service alterations

As previously mentioned, the new signaling at Heidelberg will be
commissioned this weekend (01 and 02 April) and the old signaling and
signal frame will be decommissioned.

>From 20:30 on Friday (31/03), until 04:15 on Monday (03/04) Absolute
occupation will be issued from Westgarth to Macleod. Macleod will
remained "Switched In" for the entire occupation and Diamond Creek will
be "Switched In" on Saturday and Sunday. Greensborough will be attended
from 04:30 on Friday until 0105 on Saturday (installing new equipment -
VT220) and then as normal on Sunday.

>From 20:30 on Friday until last train on Sunday, shuttle trains will run
Flinders St. to Clifton Hill and Macleod to Eltham/Hurstbridge with an
altered timetable using a bus service in between, adding 33 mins to the
journey time.

Once completed, all signaling between Eaglemont and Rosanna will be LED,
operated by a new panel at Heidelberg. This panel has the capability to
operate fully automatic (giving preference to up trains), or be
"switched in" to select up or down train first or to be "switched in" to
operate fully manually.
