A bit of maths:

Assume 1 Indian carriage has 0.66 (2/3) the capacity of one CityRail double
decker carriage.
Therefore, 25,809 CityRail carriages has the same capacity of  Indian 39,104
carriage fleet.
>From this, you can derive the figure of 426 passengers per Indian carriage,
slightly more than the 408 quoted for CityRail.
Do they count the passengers on the roof??!!
