I fail to see what the problem is here. I assume the insulation is such that
no one is likely to be electocuted and as the railway line is only briefly
used at any time who is likely to be affected by any radiation. Indeed how
much radiaition is there, given that the cables are insulated and protected
by a casing to avoiod acidental breeching of the the insulation.  Any
electrical engineers lurking?

Anyway, it seems a bit of the old nimby problem is arising here.
