Yes it does. In the "Letter to Interested Parties" there is a paragraph
entitled "Restriction of Interested Parties". It CLEARLY states here that
railway companies wholly or majority owned or controlled by Government
bodies are NOT eligible, with the exception of ARTC.  Read the BOLD print.
