[Syd] Cityrail crackdown on homeless people.

Seems Cityrail are to try and stop the homeless people using the last Lithgow
train of the night as a dosshouse.

They will be keeping the train doors closed until 2 minutes before scheduled
departure then only allowing people on with tickets.

The homeless who can't get on will be palmed off to places like the Sydney City
Mission and the Salvos.  Hassle is that by that time of night, there are
absolutely no beds available so the homeless will find themselves on the street.
