Only because the various operating authorities over the years have
never been able to make up their minds to bite the bullet and replace
them.  The number of H cars left out of the original fleet is just
about enough to keep the line viable operationally.  They are
fortunate they started out with a lot more than were necessary for
just the Glenelg line.

The long term operational maintenance costs have also been very high.

The fact that the H's are that old is not justification for Melbourne
continuing to operate significant numbers of cars based on 1920
technology, even if built somewhat later.
