U boats might be useful in freeing up, say, K sets from Newcastle. Ditto L
sets from Wollongong.

If you really wanted to you could put a railcar on the Carlingford yoyo.

Another option would be additional loco hauled interurbans. There are
easily enough H and N cars to form, say three sets for the south, north
and west. 42203 can run the north, 42220 can run the south, and maybe 4638
for the west.
