Queensland Rail (QR) is a state government owned corporation running freight
and passenger services in the state of Queensland, running over approx
9000km of 3' 6" gauge line.  It would be safe to describe it as a "coal
junkie", with that product providing most of it's income, and being
responsible for the electrification of  about 2400km of line in the mid to
late 80's.
Legislation exists to enable 3rd party operators to run trains over QR
lines, but AFAIK there are no operators currently accreditied (one pending -
a tourist operator in Cairns, in Qld's far north).
QR's has made no secret of the fact that it is looking to operate
interstate - it is predicted that eventually there will be one or 2 big rail
operators in Australia, and QR wants to be one of them.....
