There simply may not be enough crews available to work on too many major
rail infrastructure projects at the same time. Chatswood - Parramatta and
the short north upgrade should be underway next year. Not sure of the
timeline on the Illawarra tunnel.

Throw in Alice Springs - Darwin (and hopefully Speedrail) and that's a lot
of people and equipment required.
