Correct.  Currently startup date is set for late June, pending
completion of accreditation and certification issues. (not to mention
the rollingstock)

Loco due in country in May.  Restoration / Modification work in NZ
nearly complete.

Progress is not visible externally. Some structural repairs were
necessary, and this work is also nearing completion on most of the
cars.  The pretty work will be done last.
