It indicates to the guard that the driver has a clear signal out of the
platform. If the signal at the end of the platform is at stop, then the
indicator will be extinguished.

They came about because some stations have platforms on the right of the
train, whereas signals are normally on the left. The guard would not be able
to see this indicator, so would often be ringing the bell to tell the driver
to go when the signal prevented it.
