Yes I think so.

There are lies; there are damn lies and there are statistics!!!

Under the recent changes caused by the Rail Safety Act, the creation of Rail
Access Corp, et el, there is a far greater accountability called for. The
Incident Reports are circulated to a much wider audience and appear to
contain much more information than 5 years ago - its the old story of
everyone watching their backs. I am not saying that there are more or less
incidents, just that the incidents that do occur are probably recorded more
often.
